It could be changed…. but this isn’t the way you do it.
Voinovich vs. the Constitution
Apparently George Voinovich is ready to join with the Democrats and misguided Republicans in ignoring the Constitution by giving a Congressional seat to D.C. which, last I looked, wasn’t a state.
Their brilliant solution?

WASHINGTON — A bill giving D.C. a full House vote is headed to the Senate floor for a vote. The Senate Homeland Security Committee approved the measure 9-1 Wednesday.Supporters of District voting rights packed the hearing room and applauded when it passed.Independent Sen. Joseph Lieberman of Connecticut said the bill corrects what he calls “a matter of grave injustice” and a “national disgrace.”The bill also would grant Utah a fourth House seat, expected to go to a Republican to balance the D.C. seat that would almost certainly go to a Democrat.D.C. Delegate Eleanor Holmes Norton is allowed to vote only in House committees. But several Republican senators are promising to oppose the bill on the floor. The White House also opposes the bill.
If they want to have Representation… either you have to change the Constitution or create a special session of Congress when it would act only as the DC legislature. It is in this session that the DC seat should be even allowed on the floor.
